It appears there's some serious miscommunication going on between the Cypress Cove Board of Directors, Compass Management (the Cypress Cove management company), and Cypress Cove residents. (Disclosure: I am a Cypress Cove resident.)
What's known: Around February 16, it was noted the spa was inoperative, with an "under repair" sign posted.
On February 18th, an email was sent from Rob Cochrane (of Compass) to Jim Reed, another Cypress Cove resident who had inquired what the true status of the spa was:
"Good Afternoon:
I have seen several e-mails about the issue involving the spa. I need to correct your understanding as to what the BD has done. At this time, the BD decided to close the spa pending a vote of the homeowners. I was hoping the spa would not be shut-down until early March, so that I could get an article in the March newsletter explaining what is going to happen. Unfortunately, the heater needs to either be replaced because of its age or receive major repair work, thus the spa will remain closed at this time. Whether the spa remains open or closed will be decided by the homeowners.
There is going to be work involved in preparing the ballot that will be sent to homeowners and an investigation involving the options/costs that will be presented with the ballot. At this time, I do not see the ballot going out until April.

However, Marty Troop (Cypress Cove Board) has a different story:
"The information you received from Compass about the spa is incorrect. The board did not vote to permanently close the spa."
